Talgo is an international transportation manufacturer and maintenance provider of high speed passenger trains. These are exciting times for our business as we are growing! Our U.S. office is located in Seattle with additional facilities being developed in Wisconsin. Our parent company’s office is located in Madrid, Spain.
AS OUR HR MANAGER:
This is a new position within our company. This is a hands-on position requiring leadership, a solid knowledge of Human Resources. The HR Manager provides overall management, direction, planning and control of the Human Resources function for our U.S. operations. The HR Manager will be responsible for developing and implementing goals and strategies that serve, attract, develop and retain employees in order to meet the company’s business strategy. The successful candidate will oversee all aspects of the human resources area including compliance with Federal and State laws, benefits, workers compensation, wage and salary administration, and recruiting. This individual will be responsible for maintaining excellent employee morale, best practices, training and employee development. The successful candidate will work to continually improve communication across the Company and must be able to relate well with employees of all levels both written and verbally. Background on organizational behavior a plus. This position reports to the CFO.
RESPONSIBILITIES and DUTIES:
Expertise in delivering HR services including recruiting, compensation and benefits, as well as organizational development and facilities administration.
Exercise independent judgment to assess, innovate, improve and develop human resource programs, policies and procedures to aid in the administration of a workforce covering multiple geographic areas.
Recruits, interviews, tests, and selects applicants, for positions as required including writing and placing ads, reviewing responses, phone prescreening, and interviewing for short list of candidates. Final hiring decision will be determined by the Manager or Supervisor in charge of the position being hired. Carry out new employee orientation including background checks and drug testing including the coordination and training sessions on topics such as harassment sensitivity and basic management.
Provide advice and counsel in difficult and sensitive employee relations issues to ensure effectiveness, compliance, and equality within the organization.
Develop, write, implement and administer policies and procedures.
Manage activities designed to promote a culture of mutual respect with a high level of employee morale and productivity.
Develop and implement leadership development program.
Conduct exit meetings with terminating employees; oversee termination process.
Monitor turnover to identify common issues and addresses as necessary.
Handle visa issues as necessary.
Actively coach and guide managers in the areas of effective goal setting, development planning, coaching and feedback, performance assessment/review and HR Policy interpretation and compliance.
Identify legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
Handle grievances and recommend appropriate resolutions.
Administers benefits programs such as life, health, dental and disability insurances, 401(K) plan, vacation, sick leave, leave of absence, and employee assistance.
Develop metrics to evaluate benefit performance and provide feedback to the Executive Team on benefit design strategies to ensure there is agreement on the direction of benefits programs throughout the organization.
Manage special projects and carry out other responsibilities as assigned.
KNOWLEDGE, SKILLS & ABILITIES:
Thorough knowledge of employee relations, succession planning, EEO/AA programs, and related legislation/reporting requirements
Strong organizational skills; ability to effectively manage multiple responsibilities
Outstanding written and verbal communication skills; ability to write clear policies around complex subjects; ability to work confidently with staff at all levels within an organization
Strong team philosophy; proven ability to work positively, collaboratively and professionally (as a team member) within a group and across an organization
Demonstrated success in delivering employee programs that enhance meeting Company goals and objectives
Ability to work discreetly with highly confidential information
Proficient at using Microsoft office software: MSWord, Excel, PowerPoint, Visio, Outlook, etc.
Ability to travel – up to 50% of the time required in the first year
Bilingual English/Spanish is preferred.
Understanding and experience in manufacturing and shop environment.
QUALIFICATIONS:
A Bachelor's Degree in HR, Business Administration or similar discipline
PHR / SPHR certification is desirable
A minimum of 10 years progressive Human Resources generalist experience
At least 5 recent work years in a managerial /supervisory role
Post graduate degrees are a plus but not a requirement
